Regulation: Implementation date for New 24H rule to South Africa

Pls note implementation date has been declared as July 1st and is applicable for containerised cargo only. • The manifest is to be sent normally to our South African Agent who is responsible to submit the manifest to the local authorities on time. • Therefore all Ports loading cargo on board a vessel which will call at South Africa MUST provide the manifest 30 hours prior to vessel loading. o (This is to enable our South African agent ample time to submit it to their Authorities on time.) • In the event the Authorities reject a container, we will receive a Do Not Load (DNL) message. o If we hear nothing from the Customs, we can load the container . • If you have cargo to South Africa but you are not loading the cargo directly, pls ensure the T/S port has your final manifest on time so they can send the 24H security manifest to South Africa. • SA Customs requires a House B/L to be transmitted either by the relevant NVOCC or by us (identical to US / Canadian 24H rule). o Therefore the information provided to us by the customer must be either the ultimate shipper and receiver or the NVOCC must provide this information (either directly to the customs or to us ) o An automated NVOCC is one that has their own SCAC code and is registered with customs as an NVOCC/Groupage Operator and file their own manifest on HBL level referring to the lines MBL.
